Hail Columbia--Increasingly, British diplomats favored American independence but hoped to keep western territory. France seized American merchant ships & severed diplomatic ties. President Adams sent a party to negotiate but three French agents (XYZ) demanded a large bribe. "Millions for defense; not one cent for tribute" was the response, "Hail Columbia" was the rallying song & Congress created the Navy for war.  With respect for the fledgling nation, Talleyrand backed down & signed the Treaty of Mortefontaine. America bested Britain and France, winning the west.
